MINUTES Of The April 20, 2022 Regular Meeting


Call to Order: A regular meeting of the Capital District Chapter of the AFNYST was held at the Saratoga-Wilton Elks, One Elks Lane, Saratoga Springs, NY. The meeting convened at 7:15 P.M, President Fred Scheidt presiding, and was opened by Vice-President Steve Nieves with the Pledge of Allegiance, followed by a moment of silence for our departed Members.

Approval of Minutes: Motion to waive the reading of and approve the March 2022 minutes was made and seconded. Motion carried.


Approval of Treasurer’s Report: Motion to waive the reading of and approve the March 2022 treasurer’s report was made by Walt Marchewka and seconded by Jerri Stover. Motion carried.

Officer’s Reports:


President

  1. COLA

  2. Health insurance - Our costs increase in line with the PBA contract. Ed Culhane noted that the sick leave credit to offset premiums, calculated at retirement, does not increase with COLA or rising premiums.

  3. PBA Surgeons Group - New Director is Virginia Kolner.

  4. Signal 30 Fund - Fred invited PBA Officers delegate to speak. There are legal issues with the Fund's 501c3 status in distributing to retirees, but it has been done and the Fund is looking for remedies to this. Including setting up a board of retirees to vet requests to pass up to Signal 30. Dan said that if there is a retiree in need, the Retiree Liaison (currently Fred Scheidt) should be notified. Dan was asked how much money was in the fund. He thought it was approximately $3 to $5 million.

Treasurer Reported that the Chapter has 36 Members in arrears.


Secretary Read out the membership applications of the following:


Samuel Mercado, who served from 1986 to 2020 in Troops C, G, H & T, retiring as Senior Investigator.


Motion made by Ed Culhane and seconded by Joe Germano to approve the membership applications. Motion carried.



Board and Committee Reports: Nothing to report.



Old Business: Charitable Donations No motion to reopen. Remains tabled. Date of last action: 11/17/2021


Public Address System 03/16/2022 Walt Marchewka noted that the current portable PA system used for meetings has not worked properly for a long time. He suggested purchasing a new one. A motion was made and seconded to have the secretary/clerk research and purchase a new system. The amount authorized would be no more than $300. Motion carried.


04/20/2022 The secretary reported that a portable PA system was purchased for a total of $172.22. (the Secretary also noted that he forgot to bring it to the meeting!) Closed.


New Business: Saratoga Center for the Family Golf Tournament John Brooks (via email to the Secretary) requested a motion be made for a $100 donation for a tee sign for the Saratoga Center for the Family golf tournament to be held on June 1, 2022. John provided additional info and the following: “SCF provides outpatient mental health therapy to kids and families in and around Saratoga County. We provide therapy, regardless of ability to pay, on site in Saratoga as well as six school districts (4 in Saratoga County plus Bethlehem and Scotia-Glenville) and provided about 12,000 appointments last year (about 1,000 clients).” A motion to donate/purchase a tee marker for $100 was made and seconded. Motion carried.


Good and Welfare: Annual Picnic Will be held on August 17th at the Clifton Park Elks.

Next Meeting: The next meeting will be held on Wednesday, May 18, 2022 at the Saratoga-Wilton Elks, One Elks Lane, Saratoga Springs, NY 12866. The dinner/meeting will start at 6:30 P.M. As usual, a social hour at 5:30 P.M. will precede the meeting.

Adjournment: Motion to adjourn was made by Curt Lohrey and seconded. Motion carried.
